    I’m not sure if Xpress has this capability, but you can use the Paint Effect to mask and blur parts of whatever you like. You just drag the effect onto your clip, go to Effect Mode and draw a shape over what you’d like to mask. The effect defaults to Solid Mode, but you can switch it to Blur in the dropdown icon.

    I hope that helps. If not, After Effects will definitely do the trick.
