I’m finding the same thing in a long project I’m editing so it’s very annoying. Just found this work around. The whole thread is interesting on this problem.

It’s 1920×1080, aspect ratio 1080i HDTV, pixel aspect ratio: square, field dominance:Upper (odd). It’s a match for the clip properties.
