I was able to find a review, which has a pretty good description of the Standard and Professional versions of After Effects 7.0:
If I remember correctly (Version 7 was where we standardized on AE, going away from Combustion), there was a difference in the keyer offerings, and a few others (mentioned in passing in the article), which made it a no-brainer to choose the Pro version, if I remember correctly.
Of course all this stuff falls into a “dustbin of history” category, since you can’t purchase it anymore, and who would want to, with the huge advances in subsequent revisions? Probably only Walter, Todd Kopriva, and myself (and maybe Dave Laronde) would care a fig about this…

Here’s a good article on the history of the slit scan effect (which is what it’s called, being achieved with analogue methods back then):

Take a close look at it, and you can see that there’s a mirroring effect going on, either top to bottom, or side to side, so you could create half of the animation, then use Distort/Mirror to create the other side, placing a feathered layer of black in between. The basic idea is that you need to have the animation look as if it’s coming at you (the Offset plugin could help) endlessly.

I am very happy with my Bogen 3018 (old number, but still valid on B&H – $54.) that I picked up used for about 12 bucks. This thing gets pretty tall – just under 6 feet – has 1/4 20 mount on top and bottom, and would probably hold a beagle if I could find a quick release plate for it…

The Production Bundle was, and I stress was, a collection of Adobe’s software products which were geared toward media and television production – I hold in my hands right now the CS4 Production Premium collection, which was Photoshop, Illustrator, After Effects, Premiere Pro, Flash, Soundbooth, OnLocation, Encore, Device Central, Bridge, and Dynamic Link. No collection or set of plugins, just a packaged offering of Adobe Software geared toward “production” – hence the name.

Generate/Grid should work fine – if you want to be able to use an animation in Element 3D, just create the layer and animation, then set up Element 3D to use a custom layer as a texture map – it sounds as if you need to go over the Element 3D tutorials. It’s not rocket science, but it’s not intuitive either.

It looks to me as if the texture map on the road is animated, and that the road isn’t really that long – also the “lights” on the sides of the road. Bear in mind that this is true 3D, from what I can tell – although it’s really cheesy 3D. You might try creating an animated grid – there’s a native grid plugin in AE. Just keyframe the motion, and you’ll be a lot closer to what you’re looking for.
