You are using the wrong method to achieve what you want. In order for Encore to not duplicate the video, you must create a chapter playlist for the video that plays just one chapter.
One button will link to the timeline normally, the other button will link to a chapter playlist that just has the one chapter in it.
See if that works out for you.

I ran into this problem recently with the “whacky” placement of the buttons on the subsequent scene selection menus when using the Chapter Index feature and wanted to post the solution.
It appears to be caused by having the ‘Sync Button Text and Name’ checked off for the Next, Previous, and Main Menu buttons. Be sure to uncheck this for each of those buttons before creating the chapter index and you should be ok. This issue was reproducible time after time, and always corrected when using the solution above.

Are the dvd’s copy protected? If so, it’s possible that part of their protection is a slightly corrupted vob so that you can’t easily rebuild it.

It sounds like what you are seeing is normal. If you are watching on a widescreen TV, make sure your dvd player has it’s settings set to output to a widescreen tv. As long as this setting is correct, your subtitles should be displayed normally.
I remember on some old dvd’s that didn’t use anamorphic widescreen (they just added the black bars to a 4×3 video), when you played it on a widescreen tv, you would have to “Stretch” the image to fill the entire screen, however this would cause the subtitles to be cut off.
As long as your sources are 16×9 anamorphic, you are watching on a widescreen tv, and your dvd player is set to output to a widescreen tv, everything you see is normal.

I would definitely use after effects to create what you want.
You simply create your menu in After Effects, then render out a still frame or video of just the first half of the text. Then animate the text to scroll down and render out just the transition. Then render out the still frame or video of the second half of the text. Animate the text scrolling back up, and render just that part out. So now you have 2 videos/stills for the menu, and 2 transitions.
In encore, create a blank menu, and use the video/still of the first part of the text as the background. Create another blank menu and use the video/still of the second have of the text as the background. Create buttons on the menus that tell the user to scroll up/down. Then link the scroll down button on the first menu to the second menu. Link the scroll up button on the second menu to the first menu.
Then using the menu transition feature, have the first menu use the transition from the first half to the second half. Then have the second menu use the other transition.

As far as templates go at no cost, I agree that https://www.videocopilot.net is a great resource. For Andrew Kramer’s free tutorials, he provides the AE project file for download so you can analyze everything. His tutorials however usually focus on a single effect, so you won’t get to see how it might be integrated into a full project.

You should never experience hiccups on burned dvd’s. It’s possible your burner could be causing it, but unlikely. Your discs might be ok, it could be the program you are using to make the vob files. Try using a free program called HCEncoder. Learn how to use it (not too hard), and your results will be extremely professional. Keep your bitrate under 7.0 – 7.5 mbps. Due to burnable media’s lower reflectivity, you can’t have quite as high of a bitrate as pressed discs (store bought movies).

Usually errors will be burned to the disc on speeds in excess of 4x. My Plextor drive supports 16x, and with high quality 16x discs, the discs skip when burned at 8x and above.
It could also be the type of media you are using. If a slower speed doesn’t work, it is likely the type of disc you are using. Try Sony, Taiyo Yuden, or Verbatim.

You probably need to manually set the button navigation. This problem will almost certainly be in the final build if you don’t change anything.
Select the menu, and go into the basic properties tab. Uncheck “automatically route buttons”. Then at the bottom of the menu view, click the ‘Show button Routing’ Icon. You can then manually drag the button direction to where you want it to go.
