Since I designed that menu, I will explain how it was done:
For the particles, I used only CC Particle World. For a detailed explanation of how that was created with settings and all, please see this thread:

For the flame borders, the Roughen Edges effect was used:
- create a new solid
- select the rounded rectangle tool from the dropdown, then double click the tool to have AE create a mask the size of your comp.
- scale the layer down to approximately 85%
- Apply the Roughen Edges effect to the layer with these settings for a 1920×1080 comp:
- Edge Type: Spiky
- Border: 71.6
- Edge Sharpness: 1.25
- Fractal Influence: 1
- Scale: 300
- Evolution: Keyframed to ~115 degrees per second
- Cycle Evolution: On

Unfortunately you won’t be able to do much with that in AE, except dolly in and out a little. Since the terrain is curved, the perspective won’t look right if you try and do any other camera movements. You could auto-orient, but it will create a parallax effect with the ground. Only if the ground was flat could you do this.
The turning wind turbine would be easy.
Not sure what you would do for the waves crashing. There are really good plugins for water like Red Giant’s Psunami… however it only generates water that is out in the ocean or in a lake/pond. It does not simulate waves crashing on a shore as far as I know.

You must have auto-activate turned on for the button. Make sure it is turned off. If you do not have auto-activate turned on, try removing the menu from the project, then re-import and link everything up.
I find it amusing that Adobe told you to reinstall.

Not with Encore.
Using DVD Studio Pro or Scenarist you could program some clever scripts that keep track of which scenes were previously viewed.

How many copies will be made? Just the one set of 170+ discs?
Will you need a menu designed for each disc? (obviously a template would be made and only minor text/image changes would be made from disc to disc)
Will there be full cases for the discs with artwork, or are you just delivering with a label in a clear clamshell case?

Make sure you use only Verbatim DVD+R DL discs and burn only at 2.4X
If you are using different brand media than Verbatim and/or burning at a faster speed than 2.4X, you can almost be certain your disc will have issues playing back on a dvd player.

Just a thought, but have you tried using Quicktime Animation Codec (best quality)?
Also, once you finish your audio editing in FCP, just export the audio only, and use the original quicktime animation export from AE as the asset for DVDSP. If you want to use compressor to encode, simply encode the AE quicktime file then bring into DVDSP.

I wouldn’t rule out a hard drive that is going bad. Sometimes bad sectors on the drive will cause data corruption like you described. Defective ram could also cause problems. If all the problems are limited to encore, then it may just be a simple conflict with encore and some other program.
You can always run a scan of your hard drive to check for errors.
