    The camera I used to capture is an old Sony Handycam. And to answer your question, no, when playing footage in the timeline it does not strobe at all. My source AVI files all look fine and they are all of high quality with no frame rate issue. I can import them into adobe Premiere Elements just fine and then export them as a Microsoft DV AVI file just fine (they exported footage comes out looking the same as the source) however when I go into adobe premiere pro with exactly the same source file and export it, the frame rate issue is there and the quality is poor. Once again thanks for your thoughts.

    Yeah, that definitely helped. I’ve gotten rid of the black bars, however, my frame rate still seems off. I’ve uploaded a third video: https://vimeo.com/7497855 (Untitled)

    It uses the settings you told me to use and while it’s fairly decent I can’t seem to get to to the quality of “Test Two”. If anyone has any thoughts I would greatly appreciate it.
