If you have any gaps in your timeline fill them with slug. Unfilled gaps can cause the lack of sync.

Checkout iZotope RX2. It is capable of removing unwanted sounds from under dialogue. I’ve used it many times – not on rustling, but other sounds.

You can do that if all the footage was shot in the same location at the same time. Soundtrack samples the bkg noise to do noise reduction, but if the character of the bkg changes, then you can’t use the same sample for all the instances. I’m not at my computer so can’t give you exact directions, but you can save a preset of a noise reduction pass and then apply it to other clips. How to do that is fairly straight-forward, but check the manual for the details.

You don’t really have a choice at this point. Alan’s suggestion is a good one. There may be inherent judder in your 24P footage if the camera moved too fast while panning. If that’s the case you’re probably stuck with it. If you find a copy of the American Cinematographer Manual look for recommended panning speeds. If you exceed those speeds (listed for frame rate and focal length over a 90 degree arc) judder will occur.

My suggestion is keep the original codec. There’s no advantage to going to Pro Res (a higher data rate won’t improve quality) and H.264 will probably degrade the footage and it’s not an edit codec in FCP.

Are you able to lower the gain of the b-roll audio track? What NLE are you using? You might also consider changing the character of the b-roll audio through EQ or noise reduction.

I’m not in front of my edit computer, but in Compressor you should be able to specify screen dimensions in the Geometry section. Also, be sure to turn on Frame Controls and use a high-quality setting for Re-sizing.
