After applying are you seeing all the new keyframes for the position property of your target layer?
Here’s another, arguably better way to track. Instead of using track, use stabilize. Target the layer stabilized, and turn on its 3d property. Add a camera and parent it to the stabilized layer. Drop in any new layers you want and activate their 3d property. They will all match the camera movements.

Are you on a pc or a mac?
Do you have CS3 or Final Cut Studio?
It’s easy enough to to set up a PAL composition in AE. It’s available as a preset when you create a new comp.
You’ll output your finished project with Best settings, using the Animation codec.
As for encoding and authoring the DVD you’ll need Premiere Pro and/or Encore or Compressor and/or DVD Studio Pro.
I’ve also heard you can do it in Toast but i have no experience with that.
For an easy and relatively cheap way to get up to speed in these applications I recommend Lynda.com.Joey Foreman

Sounds like you need to move the anchor point of your target object until it lines up to where you want it.

If your layer has handles – that is, bits and that beginning or end that don’t show up in your scene, because you have trimmed the in or out point of the layer, then you can do a slip edit. Position the selection tool over the ghosted section of the layer by the trim point, and it will become the slip tool. Then you can click and drag to move the move the footage content of the layer under the playhead forward or back, without moving the layer itself.
