Go to the Menu Remote field in Timeline properties and set it to the static menu.

It’s not too confusing if you know where to look.
You’re using non-dropframe timecode separators (colons) in your subtitle script (1320 01:19:46:10 01:19:47:18 Let’s go?).
NTSC DVDs are dropframe timecode. In dropframe timecode, 2 frames are dropped every minute except at the 10 minute mark, and this will cause the drift you’re describing.
Instead, use semi-colons as separators for your script (e.g. 1320 01;19;46;10 01;19;47;18 Let’s go?) and all should be well.

Make sure your AE comp is 720×480 with a pixel aspect ratio or .9 for full frame, and 1.2 if widescreen.

What’s your system spec? And did you check the video noise reduction option in the transcoder? If so, that will increase your export time exponentially?

Try exporting MPEG-2 from After Effects, then import that into Encore.

The easiest and best way would be to use a chapter playlist containing the chapters you want to play when the user clicks the button linked to it.

Return to Last Menu is an attribute of a VTS in DVD-Video, not menus (VTS is a timeline or slideshow in Encore); so this cannot be used for buttons in menus.
Instead, select your buttons in Encore’s Menus panel (the one docked with the Project panel), and then add a link to them to your menu in a single operation.
