Does your client have a software DVD player installed?
Windows doesn’t come with an MPEG-2 decoder, which must be licensed for DVD playback on a Windows system.

If each slide must have a button, then you’ll want to use a menu instead of a slideshow or timeline. You can then use a button transition when you go from menu to menu.

Are you sure you wouldn’t rather use a slideshow rather than a timeline?

Don’t use chapter end actions. Instead, put each chapter in a chapter playlist.

Which version of Encore?

Try another video format, such as AVI.

Make your video and audio assets the same duration before importing into Encore.
This must be done in Premiere, After Effects, or the NLE of your choice.

What you are trying to do is not something that can be done in the DVD-Video format without the workaround mentioned previously.

Before you change anything, burn a DVD RW and test it in a DVD player. Encore’s Preview mode is just a simulation of a DVD player – it’s not perfect. If it works as expected in a DVD player, you’re project is golden.
That said, I’ve seen this problem reported before, but have never seen it myself.

Note: by “scaling”, I mean showing the image completely in the monitor. Some monitors can do this scaling as well.
