All NTSC DVDs are 29.97 fps. However, if you encode a 24p video file to MPEG-2 for DVD, which must be 29.97, flags are added to instruct the DVD player to do pulldown for 24p.

If you open the Adobe Media Encoder in PPro (File > Export), then you should be able to choose a preset. Choose MPEG2-DVD for your format, then select Video in the left pane and choose “NTSC DV High Quality 7 Mbps CBR 1 pass” preset, change aspect ratio to 16:9, then change the bitrate from 7 to 8 via direct entry (click in the field, then type “8”, without quotes). Make sure Multiplexing is set to None, then click OK to export.
That should do it.

You’d need an MPEG analyzer for that. Bitrate Viewer might be able to do that for you.
Note that if the flag is set, Encore will not change it at build time.

If you are using Encore 2.0, you can set chapter point end actions and do this.
If you are using an earlier version, you must create separate timelines and playback will not be smooth.

If there is more than one timeline, do they all have the same number of audio and subtitle tracks? That’s crucial for this type of project to work correctly. If this is true, then as long as you are switching the audio/subtitle tracks correctly (by specifying them in each link), then it all should work as expected.
If it does not, can you break the failure down to a set of reproducible steps?

You need to disable it in the export settings for the AVI (click the button in the export dialog, locate the checkbox and uncheck it).
Also, you can create your own MPEG-2 setting in PPro and set it as high as you want. I would suggest you alter their 7 MBps CBR setting and notch it up to 8 MBps.

Where did you disable “Optimize Stills”? Have you tried exporting MPEG-2 from Premiere?
