Inside of the script, there is a line that reads:
var.scalingRange = 75That variable controls how ‘wide’ the scrubbing range is – change it to a lower value, and you’ll need to move the mouse less.

Steve – I’ve built a free script that gives you shuttle/jog control using the middle mouse button, in Premiere/Prelude CS6.
