This can be done easily using one of the presets of the Fairlight Video Synthesizer. This was an awesome digital effects box made and sold by an Australian company back in the 1980’s.

I bought one and wore it out! The company went out of business years ago and I haven’t been able to find anyone who can fix mine. I won’t throw it out, though- I’ll keep looking for a repair facility.

I used that same effect in music videos in 1987. It’s done with a push of a button on the Fairlight.
