    Interestingly this issue seems to have resolved itself. I pulled the troublesome video track back and forth a few times in the timeline, and to my surprised it began rendering correctly. Some bug in Premiere Pro perhaps? I have no clue… anyway, thanks.

    >What sort of footage are you using? (Framesize, codec, framerate, etc.)

    1080p Desktop square pixel, Lagarith lossless RGB compression or the Fraps proprietary codec, 25 fps.

    >What sort of sequence do you have? (As above…give the settings)

    Sequence is 1080p, square pixel, 25fps, 44.1khz.

    >How are you creating the black and placing it on the timeline? (What video track…are you dissolving or fading it in with opacity or a hard take…give the details.)

    I am either trying to cut to black video or a black matte, or I am trying to cut to no video track in the section of the timeline. Either way I get the same effect.

    >What are the export settings you’re using? (Same drill…)

    Just about every combination – MP4, Quicktime H.264, WMV, etc., in both Media Encoder and directly from Premiere. Someone mentioned unchecking “optimize stills” but this hasn’t helped.

    I notice that the same freeze frame effect happens in the Output window of the Export panel so that I can see the wrong result before spending time rendering it.

    >And finally…what is your “media player of choice” and have you tried other players with the media in question, or tested a different output format with your chosen player?

    WMP, Quicktime Pro, and VLC; I check my video in all 3.

    nVidia GTX 280 with Forceware 258.96. I don’t understand how it could be a video driver issue though, because other people’s videos with black frames play just fine?

    Thanks for the Encoder fix, but my black video still doesn’t appear even with a black matte.
