what kind of timeline are you working on? 4k? Do you get the same issue with an HD timeline?

Avid won’t bring in the dpx, but Resolve should, unless the dpx settings are too high. Is there a chance the dpx files are 16 or 32 bit? I don’t think Resolve will import anything over 12 bit.

Your other option then is to take your 29.97 rushes and convert them to full quality 25 fps rushes. These then become the clips you link back to at the end, and the clip you use to make your proxys with. If necessary, you could go old school, and create a pull list, after the edit, and retransfer the shots you need for the final edit only, recutting the shots in.
As Shane posted, you really are doing this incorrectly, and although the work around is working for now, at some point, which you are now basically hitting, things will start to fall off the track. If your offline and online programs aren’t using the same timecode, you are asking for trouble. Timecode is pretty much the most important aspect of these types of workflows.

you simply need to relink to the files. Typically they shouldn’t go offline unless the drives have been removed, or the drive letters have been renamed (windows)
Go to a bin with your first batch of linked media that is offline, open the source browser, and link to the footage, as if there weren’t already links in that bin), the original links should just come back on line…assuming you are linking to the same media you linked to in the first place.
You can also alt drag clips from a browser window into a bin to essentially do the same thing.

That sounds like you made a new project and imported bins from the old project rather than just opening the old project?

Just to clarify, 23.98 is actually 23.976. I’ve never heard of 29.97 referred to as anything other than 29.97…(maybe as 30), but i wouldn’t enter the number as 29.976…I doubt if that would cause the problem you are describing, but i would start there.
Try entering that in fusion. If i get some time i’ll try a couple of tests tomorrow. To be honest, i very rarely work in 29.97 anymore, so i’m not sure if i’ve ever output it from fusion, but i have definately done what you are trying in 23.976 with success.
