I believe I’m having a similar issue.

Shown here are the “D. Clip previews E. Start and End sliders”

However when using a transition in the Effects Control it’s missing the ‘Clip previews’ and ‘Start and End sliders’ in Premiere Pro CC. While using CS6 this is not an issue, see below.
