    As you have said that you did not shoot nor capture it, and that “I know the footage was shot with the intention of getting a sort of edgy/fuzzy effect,” I suspect that the shooter purposely shot at a slower shutter speed NOT for purposes of undercranking, but for the soft dreamy look of shooting at, say, 1/5 second. This effect, usually found on consumer cameras as a way to effectively yield a higher gain in low light situations, will indeed put that same image on adjacent frames. If the subject seems blurry due to either subject or camera movement, then my money is on this as a shooting style.

    How do “fix it?” Don’t. It’s the camera-person’s vision.
