I beg to differ but you can. Here is how to do it – but it is not working for some reason

In most cases, the frame rate and the timecode rate are the same, but film-to-video and 24p workflows often use media files with differing video and timecode rates.
In special editing scenarios, the video frame rate (timebase) and timecode rate of a
sequence need to be different. For

To create a sequence preset in which the video frame rate (timebase) and timecode
rate are different
1 Choose Final Cut Pro > Audio/Video Settings.
2 Click the Sequence Presets tab.
3 In the list of presets, click the unlocked sequence preset you want to modify.
4 Click the Edit button to edit the selected preset, or click the Duplicate button to edit a
new copy of the selected sequence preset.
The sequence video frame rate (timebase) and timecode rate can now be set in the
Sequence Preset Editor window. By default, the timecode rate matches the video frame
rate, as indicated by the Same As Editing Timebase option in the Timecode Rate popup
menu.
5 Choose a video frame rate from the Editing Timebase pop-up menu.
6 Choose a timecode rate from the Timecode Rate pop-up menu.
Note: Not all timecode rates are available for all video frame rates (timebases).

I need framerate to be 24 fps and the timecode rate to be 30fps – Compressor cannot do this. FCP 7 is the only programme I can see that is supposed to allow this. I have designated these settings in FCP 7 but it is not working even though I have followed the instructions.
I don’t shoot the material I just encode. Usually music video where the specs are different

would you happen to know how to export a video from FCP 7 with a frame rate of 24fps and a time code rate of 30?
With my clip in the time line I can modify timecode, format and rate. Having done this I look at the clips properites and I now have 24fps and a timecode with a rate of 30.
Unfortunately whenever I export this the timeocode returns to 24.
Or if i go to audio/visual settings, sequence presets and edit a setting – which i have, then set Editing Timebase to 24 and Timecode rate to
30 Non-Drop Frame – the exported video has reverted the timecode to 24 again?
I don’t care about video dimensions or sound etc as I will just be extracting the timecode and pasting it into another QT movie.
The reason I need to exporrt from FCP7 is it is the only programme I know that can set a different video frame rate to timecode rate – problem is it ain’t working.

Original footage is Apple ProRes (HQ) 1920×1080, 24fps, square pixels.
This has to be encoded for the iTunes Store with closed captions (a .scc file will be attached) and Apple ask for the encoded movie to be delivered as:
720 x 576 encoded pixels; for display at 1024 x 576 ( this is done easily from QT Pro with the export setting PAL 720 x 576 16:9; this produces a movie with 720 x 576 dimensions but displays at 1024 x 576; it’s being stretched from 720 pixels wide to 1024 pixels wide by the Quicktime player.). The file looks fine and has no black borders top and bottom. Apple ask that the frame rate of the movie be 24 fps but the time code be set at 29.97 (although FC only show 30)…
This from Apple: The timecode framerate can only be 29.97. This framerate is independent from your video source framerate.; The timecode format must match the framerate format of the source video, either drop frame (DF) or non-drop frame .

To recap. I must produce a video 720 x 576 encoded pixels; for display at 1024 x 576 with a frame rate of 24fps but the time code set at 29.97 because of the closed captions which will be attached as a .scc file. The video will be Apple ProRes 422, with PCM audio, 48kHz, 24 bits little indian.

No I do not intend to make the image stretched… it’s being stretched from 720 pixels wide to 1024 pixels wide by the Quicktime player.
When one exports from QT there is no filling in empty area or cutting top and bottom – QT has an export setting: PAL 720×576 (16:9)
The time code not burned in but with a fps of 29.7/30 and the video fps of 24 – hence I had to use FC as I could not generate timecode and especially with the differing frame rate with QT. QT does the correct size, FC the correct timecode. I extracted the code from the FC video and pasted it into the QT video – that worked but for some reason changed the start time of the video and audio track from 00 to 1:15:20 which is also the end time?

No. QT does something to it – stretching square pixels or vice verse – and it looks fine: it is a requirement for an iTunes Store delivery. I have to make a time code with a 29.7 frame rate for closed captions but have 24 frame rate for the movie… FC allows this.
Can motion? Or would motion allow me to insert a time code I produced in FC?
