Try this:

Remove 3:2 pulldown (telecine) using CinemaTools. FCP won’t do it. Read the Cinema Tools manual. Search for reverse telecine.
24p involves not just duplicated frames but mix of frames as interlaced fields.

24pa: This can be removed by FCP on the fly (advanced pulldown 2:3:3:2) when captured since it’s not dealing with mixed fields, it’s just dropping frames.
If you don’t remove when captured you can remove it by selecting the clips and going to Tools >Remove Pulldown
