I managed a work around. When burning the DVD, I initially chose “best quality” (one would think that you would want the ‘best’ quality) which only made matter worse. I think there was still too much data at 5k per file. I then opted for the quality slider somewhere around 1/2 way and the problem went away!
The next video I am going to make the files even smaller and see if that rectifies the problem on its own.
BTW, I am using Premier Elements, not pro. I am placing each image on the same timeline and dragging the transition to the frame break.
