In my case the Conformed Media Cache was not assigned to any folder.
Try going to

Edit>Preferences>Media and Disk Cache>Conformed Media Cache

and assign (choose from the drop down menu) a folder.

I have the same folder assigned for both Cache and Database.

Same here, but maybe with a little variation; all audio files import ok, waveform is available as are all other icons, but it doesn’t play ….
It does export though ….

Above mentioned settings-changes fixed this issue for me as well ….
