Encore is just DVD and Blu Ray. I think it may have a function to convert a DVD to flash but not sure about how good that is.
Flash may be a good option here. Why not get a BD burner and do a Blu Ray?

1. You can’t. DVD is 720×480 only (NTSC). Only Blu ray supports 720p or 1080p
2. Either way is fine. Down converting will gain nothing.
3. Not really. I like camtasia 🙂
4. If you want an interactive menu but have no BD burner, then your stuck with DVD.

Most Hollywood discs are 16×9 menus (pan/scan)

Excuse me for interrupting but are you using DVDSP? What is DVDA Pro? The copy protection button needs to be check ON if your including a DDP image to be replicated with CSS. This button sets the CSS flags in that image.

You need to use either Scenarist, Blu Print or Do Studio for titles that need to be replicated. Use also need to make sure you’re using a spec compliant encoder. Unfortunately, there will be a major expense on your part to do this. Best to have it done by a seasoned authoring facility. Also duplication is not a good idea for larger quantities. You can be guaranteed they will not play on everyone’s player.
Another option is Blu Streak which will create a CMF image for replication:

Not the same encoding tool they use in Hollywood. There is a high end encoder from Cinemecraft that is used but thats $60-70K Dollars.
However, for the price, its the one of the best 🙂

What apps allow you to author a disc and access a file from a DVD menu? Or am I missing something?

Well you just might consider learning how to read what your bitrate settings are since its the most important part of making a DVD. Look in the Inspector. And Use AC3
