You bitrates sound fine. You might want to re-check them anyway to make sure you’re below that ceiling. Try one of these:
Which authoring tool are you using? How did you submit for replication? You need to hear back from the replicator before you can do anything else.

Oh…I see the lossless linking comment…obviously you’re using DVDSP. Did you submit DDP images for replication? Do not give a burned DVD as a replication master! You can write out DDP images by choosing HDD as your ouput then choose DDP 2.0.

CBR or VBR won’t matter for the rejection from the replicator as long as they are under the bitrate ceiling of 9.8/video; 10.08 video/audio.
What was the reason they gave?

Ummmm….I don’t think the poster is interested in authoring in Scenarist…Jeesh! Man! You must be a pretty slow author to do that work in 2 hours in Scenarist! Ha Ha!!!
Get any number of authoring programs and lay your videos along with chapter. This way, when the end user hit next or previous it will go to the next chapter. Which authoring tool are you using?

The SP encoder from Cinemacraft is the finest encoder I’ve worked with…opinions vary greatly though. Its $2000.00. From there you start getting into the 10K, 20K or even 40K range. Segment re-encoding is what sets these apart from others. Lots to be said when a client insist on a scene with a higher bitrate or tweak and you are not stuck re-encoding the whole file in hopes in works.

I was going to say that if you already have an NTSC disc, virtually every player in the world with play these. No need to go to PAL. I was in a store in London once and saw close to 50 titles that were NTSC.
