I never had this issue until the most recent update of Premiere (8.1)
On clips with heavy effects (Warp Stabilizer was the biggest culprit) The export would flicker dramatically.

When the timeline was unrendered it would play fine but when rendered playback in the timeline would flicker.

I think what is causing the problem is related to OpenCL. When i upgraded it must have defaulted to that.

When I changed to Cuda acceleration from OpenCL, The flicker was gone.
