This question was probably asked before Premiere incorporated these features, but I found this thread while looking for a solution to do marker notes for clips on the fly, so I thought I’d add the solution for any future Googlers – 

You can set Premiere Pro CC’s Workspace layout to Metalogging, load your clip into the Source window, and then punch “M” every time you want to make a note. The clip keeps playing, and you can click over to the Marker window and begin typing your notes on the fly.
