I have the same issue and can’t solve it.
This file is created when working with Photoshop files in After Effects.
I guess the only way to get around that is to have more space on C:\ or to split the Photoshop files into separate tif files for example.
But it’s a pity, because sometimes it’s really comfortable to work with one Photoshop file which is splitted into layers in AE.
There should be an option to write this temp file to an other disk…..
