I would try exporting from FCP to another CODEC such as PhotoJPEG.

Answers:
1. Episode from Telestream.
2. More than likely, although you can get much better quality using either H.264 (Quicktime) or Windows Media.
3. Could be any one of a 100 reasons, but most likely because you haven’t used an proper encoding application.
4. That’s the $64,000 question. It all depends on the content of your footage, the quality of your source, the quality of your encoding application and what you are, and are not prepared to sacrifice.
Great quality compression is all about making compromises. You want a high quality picture at a low data rate, then you need to have a small frame size. You want a big frame size and high quality then you need a high data rate. etc.__________________________________________________________________

There seems to be a fair amount of confusion in your post.
Firstly DV (as in MiniDV)PAL is only ever 720×576 non-square pixel.
I’m not sure how you created your DV file at 320×240 but it’s not a proper, standard DV file – what was your workflow and which codec did you use?Secondly, by reducing the frame size from 720×576 to 320×240 would, in most cases, remove interlacing.
Squeeze (and most other encoding applications can accept both square and non-square pixel input and can output both square and non-square pixel material, depending on the codec and format you choose. For example, MPEG-1 can be either square or non-square, the Sorenson codec can only be square pixel, DV is always non-square, H.264 can be either etc.
Can you post an example of your output?

At the very minimum I’d like to see support for outputting to MPEG-4 pt 2 & pt 10, MPEG-2 upto HD and Flash.
Expression would bring value to those formats by being a low-ish cost, modern, well designed tool that included the “smart by default” wizardry.
It would be very nice to have a Mac version as well but I don’t see hell freezing over anytime soon.
Bottom line though is that Expression is a way of pushing VC1 by way of making it easier to produce good looking results, it is not a stab at making a great transcoder, sadly.
I’ll eat 4000 hats if Expression ever outputs to H.264.

So 844x is deinterlacing the content prior to the DVE which is normal.
However Squeeze is not performing a proper deinterlace by the looks of it, which it should do without a problem. Please double check your settings for the deinterlace filter.
It is a complete waste to export from 844x with no compression, I would recommend that you export using the Quicktime MotionJPEG B codec set to just above 75%

I’m from PAL land (UK). Pretty well all modern DVD players can playback NTSC disks. If the one your client has can’t then he can buy a new one that can (and upscale to 1080p) for about £50.
Forget about using a DVD authoring package to do the conversion for you, in my experience it’ll look terrible.

I’ve read through all the various posts in the other forums and the bottom line is that you have a problem with deinterlacing. The setting you’ve outlined above would indicated that you applied a deinterlace filter twice. You only ever need one deinterlace pass.
The problem maybe that the video windows scrolling across within the larger window may not be deinterlaced while the overall clip has been deinterlaced – it’s not possible to tell from the one sample you have supplied. If that is the case, you need to deinterlace the scrolling video clips used in your DVE (I’m not sure how 844x handles interlacing in DVE’s)
Squeeze does not have the best deinterlacing filters out there but it should be capable of doing a decent job.
