try re-encoding it in handbrake into quicktime png or something before importing into AE. There’s a very small chance its a bug in the importing engine.

i heard a few problems.
1. First normalize all audio to -3db to see and hear in spectral frequency
2. I’m pretty sure you have distortion from clipping. select remove clipping
3. you have hiss, capture noise print in spectral frequency, noise reduction
4. remove hiss
5. parametric eq lower 8000k, lower 400k, raise 1000k
6. rms normalize

if you drop 60 into 24, it will automatically change speed to slow mo.
frame blending and pixel motion instead, keep the motion speed the same(no slow mo) but optically convert the framerate itself.

i haven’t been able to reproduce your problem. do you have a png image you could share or a small corner of it?
what is the original footage? is it XDCAM? I will look for a bug if I can.
We need to nail down when the color changes, if its from a codec or something else.So please try rendering out to png and importing that back in to see if there’s any color change.

fieldskit shouldn’t degrade anything that doesn’t move. if it does, it loses a little bit of quality.
if you do have the original hand drawn stuff that’s not interlaced, you won’t even need to worry about deinterlacing because the export will be progressive.
if your graphics aren’t moving much at all, they will not lose any quality at all, even if its pre-rendered.
the live action will still have to be deinterlaced.
You should think of fieldskit as a passthrough for motion sensitive interlacing.

I believe your issue is color management since the issue only pops up with MPEG2, I suggest:
1. premiere’s lumetri with rec. 709 LUT burned out to mpeg 2 preset in adobe media encoder. I don’t see why your using streamclip in the first place.
2. AE’s utility profile converter set to input rec. 709 16 output rec.709 255
3. another mpeg2 encoder from another master codec
4. a custom LUT inside premiere to convert the values correctly from
streamclip. dispcal
5. try handbrake since streamclip has bugs in it -
its not the same as preserve frame rate in AE.
in premiere, it speed changes your video to the sequence unless you specifically enable frame mix or pixel motion.
also the media encoder actually drops frames in a linear fashion if the sequence doesn’t match media encoder.
