the left to right setting crashes special fonts in titler. change it to right to left under settings-titler. its a known bug for 2017 by adobe.
2015.3 does not have this issue.

smooth motion
1. going from 29.97 to 25fps produces less artifacts so it is what I would recommend if you go the optical flow route.
caveat! – 25 to 29.97 is possible but produces more artifacts.

maintain film look with zero artifacts.
2. you can avoid optical flow technology altogether and slow down 25fps to 23.976 and then add 3:2 pulldown.

so….

the answer literally depends on what look you want.
1. smooth motion with less artifacts
2. film look with zero artifacts with slight studder like watching a dvd movie.

more frames = more information. interpolation software can use the extra frames to not introduce as many artifacts with optical flow.

but remember, each framerate has their own look and technical sides.

for example, some people don’t even interpolate, they slow down 25 to 23.976 and add 3:2 pulldown to get 29.97fps.(keeps the film look on dvd players with a little judder)

as for keeping the video look, you have two choices. uses optical flow as listed below for 50p

or try after effects with placing 25i (interpret fields lower) into a 50p composition and render out 50p no fields.(will put one field in each frames, ie. frame double

handbrake changes 2 fields to 2 frames so converting 25 interlaced to 50 progressive
that is one way to deinterlace called “bob and weave”.

does your video exporting have lines when there is fast motion?

match your sequence frame rate to the 25 or…
enable optical flow or you’ll get duplicate frames if you mismatch framerate

I know in after effects, if you place a 25i into a 50p comp, it will fill
each frame with a field so you keep the smooth high rate motion effect.

if you deinterlace, it will become motion movie-like at 25p.

In adobe media encoder right click interpret field order as lower field.
then output codec video tab as progressive.

I don’t believe premiere can do bob and weave export. Someone can hopefully correct me if I’m wrong on this.
