I found the fix do the uninstall and reinstall of adobe flash player
https://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html#main_Run_the_uninstaller
then reinstall.
also place your fla and swf and any other files to do with your flash movie for your website in the same place that the HTML pages are located. 😉
