Did someone happen to find an option to Encore not being in the Creative Cloud?
I had Encore CS6, and it is not longer showing up.Encore was super easy to Author/Master DVDs and would not want to move software.

I am not aware of any program that will create a Video DVD playable in quicktime. I have a duplication company and looked into this years ago. I would say simply you have to have the correct software, and you can’t give it to her/him. Then lead him or her to the correct software. I also tell clients sometimes that my parents can operate DVD players. There are different generations out there, and we are in the time of iphones and ipads.
