Step 1. Draw a Black Box using a rectangle tool in Premiere Pro Titler . Put this black box over the video layer. Decrease the Opacity to 75% and apply wipe/slide effect, the direction being from left to right.

Step 2. Write the text and put it on above the black box layer and apply the wipe/slide effect, the direction being from left to right.

After 2 or 3 seconds or at the end, apply dissolve effect to both the layers.
