You need to make it visible first.
Open metadata display and turn the propertie on.

Open the Preview Area in the Project Panel then click on a clip.
Or hover you mouse over the Video Info (if visible) in the Metadata Display.

Usually it a codec problem of the capture software.
Premiere does not like all codec. (and dont install codec packs)
If possibel try to save the e.g. Lagarith codec and PCM audio.

A few days ago I downloaded the free ProRes codec from the internet (GoPro Studio) to see if ProRes can have a better quality result for the HDV final output. That’s why I make the master file in HDV and ProRes for comparison – do the test to get an idea which final export give the “best” quality between those two.

GoproStudio does not produce the Proress codec but the CINEFORM codec.
Proress is a typical Apple codec.
Cineform is visually lossless.

Footage from smartphone have this problem of having variable framerate instead of constant framerate.
Premiere cannot handle variable framerate.
If these files give issues you need to convert before importing.

Your first file is hdv the second one avchd.
Two different things with two different workflows.
So which one are you going to use?
