There is but only one format for dvd and that is mpeg2-dvd.
Start with a preset and tweak the settings a bit up.

Import the stills as an image sequence.
this will produce a clip which is easy to apply the zoom to.

Open CS6 and import the project.
See if that will help.

For later use bring the nest in as a individual clip.

Open clip in effect controls, uncheck Pin to Clip and zoom out.
Ample space for editing keyframes.

Open the icon view full screen, move them around and put them on the timeline with Automate to sequence.
