If you hold down alt and scroll the mouse you will be zooming in and out in the timeline.

Between V1 and A1 you can pull it down or move it up with your mouse.
Make track bigger or smaller: hover mouse over trackhead and scroll

It is possible in Premiere.
Duplicate clip in V2 and draw mask with opacity and track the motion.
Now add ramp effect.
Copy path from opacity into ramp.
Mask expansion set to a negative value (width of the stroke) and invert.
Ramp colors both e.g. red.
