Is this part of her body covered? If it is, you could just have something under her clothing that moves it. If it’s bare, it’s going to be a lot more difficult to hide whatever it is you’re moving it with.
As with many things, doing the effect practically will look a lot better than trying to do things digitally. Depending on how her body is structured, it may be possible to use some invisible wires attached to a small sling that’s concealed by her body.
Think through framing and how to hide things by the camera angle.
If the camera is locked off on a tripod and the actress isn’t moving around a lot you could shoot a clean plate without things moving and then just have something underneath her body part pushing upward. Then you just mask out the object (or make it green and do a chromakey) so it shows the footage underneath. This will require some practice and testing to get it to look right. The shadows may prove especially difficult.
You could also look into using some of AE’s distort features like Liquify and just moving things that way without ever having her move on set.”
Well the effect will be repeated twice: once for the upper zone (bared) and once for the lowest (covered).
The first effect is what I’ve asked for: use an invisible hand to move her naked breast. I could use a wire sticked with some sellotape and then rotoscope the footage removing the wire with a mask? This could allow me to move her body with the smallest encumbrance.
The second effect should do the same raising her clothes making them arised from one part.
