I am just curious: is Pr CS5.5 operation unsupported on a non-admin accounts? If indeed so, are there plans to support running Pr without admin privileges in future versions?

Have you tried creating a local admin account (non-domain) and try to run Pr there? (Not saying this is a solution – I understand if you need to run the system on a domain – just as a test.)
All I can think of is that (a) local folders may be redirected for domain accounts, (b) Pr attempts to access some of those on launch, and (c) domain group policies may restrict access to some of them unless it’s a domain admin account; that would explain Pr not launching properly. The fix would to modify domain GPOs accordingly, possibly with the help of Todd who I am sure knows intimately which folders need which permissions in Pr. Or, run Pr as a local admin.

Nothing in the $400 range without a firmware/BIOS hack (which isn’t easy). The closest match is Quadro 4000 Mac which is $800 or so street.

I second Chaddix: AVCHD/H.264 is a better format than HDV – but it does require a faster computer to edit smoothly with, and your dual-core Pavilion with GeForce 8500 GT is not fast enough for that.
Look for a system with a quad-core CPU, 8GB or more RAM, GeForce GTX470 or faster, separate boot and media hard drives.

Never bought anything from Apple App Store so please forgive the newbie question: can’t you buy multiple instances of an app on an administrative corporate email address for a single download? I know I’ve done that with Sony Creative and Amazon but of course not Apple.
Even if you can’t buy it / them all at once, can you re-use the same email address on a subsequent purchase of the same app?

Yes, compared to Pr and FCP. It costs around $300-400 for a “white box” copy that is supposed to be bundled with other hardware or with a system.

I guess the included MediaExpress is ruled out because of limited codecs. What about Vegas Pro?

Another factor to consider is that SSD caching isn’t limited to Seagate; it’s implemented on some RAID HBAs for performance and fault tolerance; and is going mainstream with Intel’s help, on its new Z68 chipsets. SSD caching is a solid performance-enhancing technology – hybrid drives included. The question is whether Seagate implemented it well enough for it not to get in the way of streaming apps.

Hard to disagree although I could think of a few exceptions. One of them is BIOS caching back in early DOS and Windows days. When turned on, it would drop boot up and installation times ten-fold. Literally, you would see full Windows (3.11 or NT – I don’t remember now) installation drop from 3 hours to 15 minutes. Little caching that did wonders.
The hybrid drive is caching – and it may work wonders for non-streaming apps – and maybe even for some streaming ones. Hard to say until I test one.
