In Encore preview it looks the way it supposed to look (without any cuts)

I am using the default Encore setting so it should be fine. As you mentioned in Premiere video fill the monitor correctly, when comes to encore video is cut to fit the safe area.

In DVD setup menu only 4:3 is available I can’t change it to 16:9. I used friend’s DVD player to check my previous exports and the issue was the same (I will do it again just to make sure). When comes to computer playback regardless of program I’m using: VLC, PowerDVD etc ..It looks fine. Just the TV playback is troublesome.
I also did an export using 2.21:1 aspect ratio and although there are black bars on all four sides making the image smaller I think it looks better than the previous ones. If I won’t be able to figure it out it will be my only option.
Last question just to make sure; is it possible that there is still something wrong with export settings or encore settings? Or as you mentioned before it’s probably the TV display issue?

Jeff,

It worked on sides (meaning right and left) but now top and bottom are cut off.
