I have exactly exactly the same problem – and have followed the instructions to the letter. Also in PAL land.

For PAL users there is still no way to capture 720p25 footage into FCP other than using a Lumiere plug in.

Still waiting for Apple to rectify this omission.

I`m also finding problems with C2. Some presets work one day and then don`t. Am getting picture pull throughout the encode. Same footage encodes perfectly from FCP timeline via QT conversion.
