16-32GB RAM

another 1TB WD Blue for a software RAID 1 media drive -
I would pull the AMD card, install your old NVIDA card, and get the NVidia drivers reinstalled. Then uninstall the NVidia drivers, reboot, and make sure the video card is running the stock microsoft driver.
Uninstall your copy of Vegas, and reboot.
Next Run CCleaner, CCleaner Registry, then run the stock Disk Sweeper tool with cleanup windows update selection and reboot. Let the windows reload to your desktop, then shutdown.
Now pull the nvida card, install the AMD card, reinstall the AMD drivers, and reboot. After reboot make sure you are on the latest drivers for that card.
I personally have the AMC OPENCL DEV SDK installed with my AMD card.

Verify with GPU-z that the video card is interfacing at x16 speed.
Test your system with something like Luxmark 2.0, and make sure you have both CPU and GPU performance.
https://www.luxrender.net/wiki/LuxMark_v2Now install Vegas again, and select your GPU from the list, and test for GPU utilization with AMD system monitor while playing back XDCAM-EX, HD-CAM-SR-LITE, or XAVC footage.
Now test for GPU utilization while encoding Sony AVC/MP4 from XDCAM-EX, HD-CAM-SR-LITE, or XAVC footage.
If you have to return the card, get 290x replacement, as the core chip (Hawaii XT) in the 290x card has been demonstrated by AMD and Sony to run 4K with Vegas.

June 9, 2015 at 3:12 pm in reply to: Want to transfer over old 8mm to a digital format, looking for best option that will work well in Vegas8mm film is 4×3 aspect ratio, so the idea of DVCPRO was not a bad one. 1440×1080 is basically 4×3 HD, vs 1920×1080 16×9 HD. However, at 1080 DVCPRO is interlaced, and I would only scan film to a progressive codec.
If you want the original aspect of the film to protect framing, have them pillarbox the footage inside the 1920×1080 resolution. If you want full frame, then you will need to have them crop the top and or bottom of the footage to full frame 16×9.
I would have them do ProRES, then convert in Vegas to something like XDCAM422, HDCAM-SR-Lite, or XAVC for editing.
You should be able to open DVCPRO in VLC player. If the DVCPRO footage is stretched in Vegas, you might not have the correct pixel ratio selected.

Most monitor companies produce a “Wide Gamut” monitor. These monitors also tend to support 10-bit colors, which is useful if you are shooting 10-bit codecs. The simplest spec to look for is the percentage of color accuracy of the SRGB or Adobe 1998 RGB, this is for general HD work.
I would look at Dell Ultra Sharp or Viewsonic.
For GPU I would go with the R9-290x, as the 290x is the same core chip as the workstation w9100. Make sure to use the highest possible video interface on the card, generally the display port. This will assure make sure your video modes are not limited due to cable interface standards.

You could try just encoding to PCM on the DVD, there is no real need for AC3 in general. If you are just producing non pro content or a simple stereo DVD, PCM is all that is needed. PCM is included in the DVD standard and so players will play the disc just fine. PCM is what you hear is what you get.
AC3 has certain technical characteristics that make is best for professional work, like compression and >2 tracks. AC3 is basically just Dolby licensed multi-track version of mp3. If your AV bit stream will fit on disc without the audio compressed, there is no need for the compression.

Timelapse with camera movement or Hyperlapse is not a new thing. An app for your cell phone that aligns pixels in the same fashion that overlapping images are combined into a wide image is not that revolutionary, just evolutionary. The fact that a cell phone can now do this is new.

Even if DNxHD is required for distribution, you may have a better experience editing in Vegas with media converted to XDCAM-EX, or 422, as these are highly optimized in Vegas compared to DNxHD. If you have very high bitrate media, you have XAVC and HDCAM-SR-Lite which are both comparable to high bitrate DNxHD/Prores. Then you can just render a DNxHD file for distribution. Editing DNxHD in Vegas means dealing QuickTime issues, playback issues, and less real-time effect abilities.
Clearly if you need to deliver in DNxHD, AVID maybe your best choice for editing.

I would just leave it set to default if you do not know why to change it. Also make sure your set to 8-bit and not 32-bit under project settings.

Higher end video codecs and some effects require rendering in larger color spaces than the default color space. ACES for example is the currently the highest end color space, with simple on or off black and white being the lowest.

Try rendering your final to xdcam 1080p, frame rate should match your project, then use DVDA to work the down sample would maybe be the easiest. Make sure final render setting in “project settings” is set to full.
Otherwise try and render to an MPEG2 profile – DVD Architect Widescreen progressive. You will need to render a separate wav or AC3 file for sound, and import that into DVDA. Since your 1080p is 16×9, you want to make sure to create your DVD as a widescreen, or 16×9. DVD was normally a 4×3 square ratio, and 1080p may clip the sides if it is not created right. The dvd player will auto scale 16×9 content if it is encoded right. That means letterboxed on a 4×3 TV or full screen at 480P resolution on an HD TV.
DVD is a smaller resolution, but when played back in the demo player inside DVDA, or the disc, the image should be clear and sharp when sized to the native 1:1 resolution. There is a quality playback setting in the DVDA demo player. Make sure this is set to the highest setting.

Interlace flicker was common back in the day, and you used to see it alot on non progressive TV sets went you paused a DVD or Laserdisc. Solid color areas of sky or graphics would flicker light and dark as the scan lines painted different alternating lines. This may or may not be your problem.
I would make sure to sure to use the match media button in the project settings, and chose a clip from your soruce media. Then inside the “render as” dialog, check the “=” box and choose one of the formats that are allowed.
See if that works better.
If that does not help, type out an example of your work flow like this:
Canon Vexia > .mts > Vegas > Convert .MTS to XDCAM-EX > Vegas Edit XDCAM-EX > Render as XDCAM-EX > Upload to YouTube.
This might help me and other better understand conversion issues that may arise.
Also posting some “Media Info” feedback on your source footage could help. “Media info” is utility that gives you detailed info on your audio/video files.
