    I am recording footage using an Hauppauge HD-PVR from my Xbox 360 in mp4 format at 720p. When I open the video file in Vegas, it zooms in to the top-left corner of the screen. It does not do this in Windows Media. The ‘Scale Video to fit Preview Window’ box is also checked.

    What setting are you recording with on the Hauppauge HD-PVR? You should be using the AVCHD option. You should open the file in GSpot or MediaInfo and see what width and height it thinks the file is. Then right-click on the event in Vegas and open Properties and see what width and height Vegas thinks the media is. I’ll bet they don’t match. Let us know what you find. I edit video from the PVR all the time and have no problems.
