So, I got a guy with 720p varicam footage going to edit it himself(aka, in deep.) some is at 60fps/30fps/24p — ulitmately they are going to finish out to HDcam and/or film out-

there is a suggestion(easier/expensive route) to have them transfer all their varicam on to HDcam 23.98psf to keep things clean… the other side is to have them do the whole offline based off their varicam tapes despite frame rates and all that flagging nonsense. I would love to know what the experts in the field think about this workflow, since it is a moderately common question. thanks.

Hire someone that understands your needs and expectations, from the tone of your post, it sounds as if your mind is made up as to how you think the process needs to be done.
24p /30p / 60p content does not need to pass thru the FRC if there is not any offspeed footage. all of these things can be handled in final cut.
If the camera op shot all of these differently for a reason, hopefully that knowledge is available on the tape or as part of the production notes, and considering that Varispeed content is not available on all models of HDcam, I assume there was a reason to shoot with a VariCam.
