Wind Effect
I’m in need of some help.
I’m trying to create the same wind effect that is presented in this tutorial:

I’m trying to create that in after effects and have the same flexibility with intensity and other variables.

I don’t think there is a “wind” filter in AE.
Maybe you could achieve something similar with a displacement map, filled with horizontally stretched noise? That’s the best idea I can come up with.
