is there any way to flickering in ,hold the wiggle opacity to 100 for few frames than flickering out

If I understand your question correctly, I think you’ll have to accomplish this using two layers. The top layer will display the first effect. Have it disappear to reveal the lower layer that is lined up perfectly below it (should be undetectable to the eye), then apply the second effect to the lower layer after whatever pause you’d like to achieve.
