I do this pretty often for the wiggle effect

If you are using expressions you could control the wiggle with a Slider Control:
Alt/Option click on the stopwatch next to the property you wish to wiggle, for example the Position. When the expression text comes up in the timeline (transform.position) You would retype a wiggle expression like wiggle(10,10,10) Then, add a slider controller to your layer from the Effect window- it’s under expression controls. Then you can pick whip the wiggle to the slider – to do that, highlight the second 10 in the parenthesis and then click the curly pick whip icon from the position property to the slider control stopwatch. Now the Slider control will control the amount of wiggle, and you can keyframe that to speed up and slow down.

    OR

you could use the Wiggle Effect preset and just keyframe that.
