What format are you exporting to, and for what purpose? DVD, web?

I’m still not clear on the question, because whether the video has black bars or not has nothing to do with the resolution.

What is the source video, DV? 4:3 or 16:9? HD? What size do you want for the website? At what point are you seeing black bars?
