Does the “Set to aspect ratio” command actually resample the image? If so, isn’t that a lot to be asking Vegas to process? Will it add considerably to pre- and final rendering?

Rick, did you mean “match output aspect”?
This converts the aspect ratio of the event (usually but not always a still) to whatever your project properties are set to.
Most of the time it’s used to changes things from square pixels (1.0 Pixel Aspect Ratio) to rectangular pixels (0.9091 or 1.2121 widescreen PAR).
