Widescreen filter offset softens image…
Maybe someone can help?
When I apply the widescreen filter to my DV footage and apply an offset to recenter the image within the borders, my otherwise-pristine footage softens and degrades… When I set the offset to zero, everything snaps back into best quality…
Anyone know why?much appreciated

You must only use an EVEN INTEGER for vertical re-postioning.
If the number is ODD and or contains a percentage fraction, it will always look soft.

this rule seems to work for actually moving a clip (with the center offset parameter), but when a widescreen offset is applied

There is another way to do this without “nesting” (although nesting will work).
Simply add another Video track to the top of your timeline and edit in the “Slug” and mask out the center area to the aspect/position you want (with Mask Shape> Rectangle>Invert).
This is my quickie-fix that doesn’t require the Nesting (which can slow you down if you need to “revise” sections of your edit at a later time.)
Lots of ways to get the job done… this is mine.
