When I make a DVD from a “normal” render, although distorted, it fills the screen of my Widescreen TV. This is as I would expect. However, when I render a “widescreen” project and make a DVD, it ends up on the Widescreen TV with a thick black band above and below, and seems stretched. Any ideas as to what’s going on?

Maybe a setting on your TV – if it’s set to auto convert standard footage this may not suit actual widescreen material.
