Are you working in the Layer window? The Tracker requires that you work in the Layer window.

Window > Tracker Controls brings up the Tracker Control Palette, is that what you mean?

I used to get a warning on booting up AE that said: Warning – Tracker Control Pallette Missing. And sure enough, it was. It just wasn’t there. There was no option to bring it up to view it either. It wasn’t that it was greyed out in menus, or that I was in the wrong area of a project. It was just gone, and AE seemed to know this on boot-up. A re-install fixed it. I searched all over, including here, and had never heard of someone having a similar problem – until now. Try re-installing.
